Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Development Specialist, you will:
Serve as a member of the Program Development Team (PDT), and through this responsibility supports the Program Development Manager and Senior Policy Advisor in administering the process through which the Ginnie Mae Mortgage Backed Security (MBS) program is maintained, interpreted and enhanced. This will include: analyzing policy initiatives, maintaining the agenda of program development projects; analyzing project management needs such as resource allocation and cost estimates and providing insight regarding the analysis of proposed projects; coordinating outreach with stakeholders due to new policies and when necessary, analyzing industry, legal and other input as needed; managing the meetings, discussion papers, etc., through which disposition of projects is made; obtaining appropriate approvals and concurrence of dispositions; publication of dispositions. As new policies are recommended, the specialist will need to coordinate the necessary outreach such as surveying stakeholders and getting consent from legal teams.
Support the program training activities of the Office by ensuring that the regimen of training services is thorough, accurate, and appropriately targeted, and that it is modified and updated as current circumstances require. In addition to training, the Program Development Specialist will develop internal and external outreach and communication materials.
Advises on problems encountered in communicating information. Develops new ways to increase the public's understanding of the Ginnie Mae program and policies or opposition or indifference to program objectives. Also recommends and implements changes in information programs to meet those needs.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:
For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Providing financial markets-related guidance and analysis relating to an agency or organization's programs; AND
Coordinating with stakeholders, and recommending solutions to program issues; AND
Supporting the administration of a program through project management.
For the GS-12, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Providing financial markets-related guidance and analysis relating to an agency or organization's programs; AND
Drafting policy documents such as program guidance, position statements and white papers.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
