About the Position: Works under the general supervision of the Manager with wide latitude for independent action to accomplish the mission at the Lake Office. Makes recommendations to supervisor for final decisions only on matters of major importance. Selects techniques, methods, and processes for studying individual problems independently and successfully deals with conflict situations. Supervisor reviews work through evaluation of reports and recommendations submitted and by discussion.

Duties

Supervises the lake staff in the preparation of various planning documents for the lake. These documents include but are not limited to the OMP, Master Plan, Project Safety Plan, Fire Prevention Plan, Physical Security Plan, Shoreline Management plan, and Emergency Operations and Maintenance Plan. Supervises subordinate GS staff in the capacity of a first line supervisor. There are approximately 15-50 employees assigned to the lake, including permanent, seasonal, temporary, and student employees. Plans, prepares, schedules, and sets priorities for work to be accomplished. Oversees the conservation, preservation, restoration and use of all lake natural resources. Develops guidelines, standards and procedures for analyzing public needs, demands, site carrying capacities and resource capabilities. Plans and oversees the construction for the rehabilitation of campsites, picnic sites, roads, and associated structure in the recreation areas. Periodically reviews and inspects each phase of the Natural Resource Management Program, taking necessary corrective action where improvements need to be made.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent shall wear appropriate uniform.
  • Serves as an incidental motor vehicle operator. Operates and automobile, light truck, ATB or motorboat to accomplish assigned duties. Employee must be able to operate the motor vehicles without danger to self or to others.
  • Must be able to maintain required Corps of Engineers certification for operation of the motorboat.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications GS-11: One year of specialized experience which includes experience developing plans for the conservation, preservation and/or use of a project's natural resources; experience overseeing the operation, maintenance and/or development of a recreation facility; and experience in Flood Control and Dam Safety performing relief well measurements, piezometer readings, gate operations, gauge readings, and/or overall inspection of the dam and related structures This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
