About the Position: Serves as Natural Resources Manager at Arkabutla Lake Field Office, a major reservoir project with complex and complicated natural resource and recreation programs that are subject to numerous problems. Develops and executes the planning and management of natural and man-made resources and the operation and maintenance of all structures, roads and appurtenances.

Duties

Coordinate the development of land and natural resource management plans. Approve a program of ecosystem assessment to measure the impacts of public use on various resources, particularly land, fish and wildlife resources. Promote protection of threatened and endangered species by keeping the public informed. Identifies areas where problems reflect endangered resources, overcrowding or under development in the serviced areas. Implement approved mitigation plans and other authorized land management plans. Oversee contracts and activities to ensure contract compliance and proper administrative requirements and procedures are followed. Develop training plans to ensure personnel are adequately qualified to perform assigned tasks. Assign work to subordinates based on priorities, difficulty of the assignment and the capabilities and availability of the employee. Coordinate with state and local authorities, safety council, Red Cross and other to obtain interest and support of the safety programs.

  • Supervisory probation period of 1 year may be required.
  • Incumbent may be required to work under inclement weather conditions.
  • Valid, state issued driver's license required.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Implementing a variety of complex sometimes controversial natural resource management programs for protection of serviced area(s) 2) Reviewing requests for leases, licenses and special use permits for all equipment and lands in serviced area(s) 3) Coordinating the management of a variety of facilities and visitor information centers and 4) Monitoring plans for equipment and resource needs for successful project operation and maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Environmental PlanningLeadershipNatural Resource ManagementOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). *All qualifications must be met by the closing of this announcement.
