This position is located in the Clement J, Zablocki Medical Center in Milwaukee, Wisconsin. This position serves as a Clinical Research Program Specialist for the Medicine Division, working with and under the direction of the clinical Principal Investigators in the multidisciplinary cancer program.
Duties

NOTE: This is a TERM appointment (not-to-exceed 12/31/2026). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4 years). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
This position will serve as a liaison between the patient and Veterans Affairs (VA) investigators/co-investigators, coordinating the following patient interactions: Initial consultation and presentation to interested participants. Execution of participant consent. Communication to patients and family members regarding study questions and concerns. Coordination of pre-study evaluations. Coordination of participant tests and procedures. Communication with providers regarding required procedures and/or drugs for study participants.
Major Duties:
Serves as designated point of contact for all Oncology study participants.
Initiates interdisciplinary projects to improve organizational performance. Collaboratively works with others in research activities to improve care.
Provides support for compliance of regulatory submission, Health Insurance Portability and Accountability Act(HIPAA) guidelines, and reference materials.
Identifies and monitors areas for improvement, development, and review of department policies/procedures, and maintains an awareness of research protocols managing interventions for these protocols as necessary.
Properly identifies potential areas for inconsistencies between local requirements and study specific requirements.
Identifies inconsistencies in performance and to create corrective action plans when required, both internally and in response to an internal or external audit.
Serves as an expert on study proposal requirements and is accountable for preparing the registration packet and all relevant regulatory documents in collaboration with the study investigator for new research studies.
Screens subjects for eligibility using protocol specific inclusion and exclusion criteria, and documents each potential participant's eligibility.
Performs other duties assigned.
Work Schedule: Monday through Friday; 8:00 a.m.-4:30 p.m.

Qualifications
MINIMUM QUALIFICATIONS GS-07: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in Federal service. Specialized experience includes: using Microsoft or analogous word processing software for reports and presentations; preparing documents for review and approval; maintaining schedules and records; and entering data into automated systems. This experience must be detailed in your resume to receive credit. ~OR~
A bachelor's degree with superior academic achievement (SAA). Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university, or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

One (1) year of graduate education in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. ~OR~
An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed in your resume and transcripts required.
MINIMUM QUALIFICATIONS GS-09: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: possessing comprehensive working knowledge of research protocols and detailed regulatory requirements for research with human subjects ; maintaining folders for all protocols ensuring they are complete; preparing meeting agendas, overseeing preparation and distribution of meeting packets, and developing meeting minutes; performing intake of new research personnel and research studies assuring that all documents are completed properly; previewing new studies for content and completeness and forwarding them to the Institutional Review Board (IRB).This experience must be detailed in your resume to receive credit. ~OR~
A master's degree, equivalent graduate degree, two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates your ability to perform the duties of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study.
