You will serve as a RESOURCE COORDINATOR (MECHANICAL GROUP) in the Mechanical Shop (Code 930), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate all travel for nuclear and non-nuclear mechanics/supervisors and monitor various aspects of training, leave, shop operation and administrative support. You will advises the Resource Manager of anticipated manpower shortfalls in order to consider internal or external commitment, such as promotion, on-call, or temporary hiring. You will brief shop management and recommends corrective action regarding problems with coordination between the shop and project teams. You will apply SUP DESK information capabilities and operating requirements. You will conduct meeting as necessary with project team members to discuss and resolve resource shop and/or project team problems. You will maintain a professional rapport and open communication with senior operations department personnel. You will work directly with the mechanics and supervisors to ensure properly trained and qualified personnel are assigned. You will plan and assign projects, develops performance standards for subordinate supervisors and evaluates performance of subordinate supervisors and makes decisions on problems presented by subordinate supervisors. You will submit travel requests to the necessary department and tracks the completion date and timeframe in which orders will be ready for pick up. You will maintain active rotation list of all shop personnel available for loan to other shipyards, activities, or other off base travel and recruit volunteers for travel by notifying supervisors of listing needs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning and coordinating complex ship repair, overhaul, and installation projects to understand scheduling, resource, and qualification requirements. Experience investigating and analyzing practices, identify problems and recommend effective improvements and solutions. Experience establishing and maintaining effective relationships with and gain the cooperation of supervisors, mars, and co-workers on complex or controversial issues. Experience establishing and maintaining logs, records, or databases to track employee interest and availability for off base work, current location, qualifications and training, and similar information. Experience utilizing management Information and Office Automation systems to include the applications, principles, and practices. Experience applying conventional manpower and organizational control knowledge, theories, principles, and practices that govern manpower authorization and manning plans. GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in project management, quality control, cost control, schedule control, and workflow control techniques. Experience applying fact finding analytical and problem solving methods and techniques. Experience establishing and maintaining effective relationships with and gain the cooperation of supervisors, mars, and co-workers on complex or controversial issues. Experience utilizing management Information and Office Automation systems to include the applications, principles, and practices. Experience implementing timekeeping procedures and general payroll practices to account for off base time and resolve pay problems for employees on travel.
