You will serve as a SUPERVISORY PROGRAM MANAGER in the Navy International Programs Office (Navy IPO) of NIPO FMS FIELD OFFICE.

Duties

You will be involved with overall planning, direction, and success of major programs, in the areas of security assistance and technology security that have great significance. You will serve as a senior manager and subject matter expert and develop, plan, promulgate, and interpret Dept of Defense, Dept of Navy, and Navy Int'l Programs Office program policy and guidance. You will provide representation on organizational and program matters/issues to all levels of interest, both internal and external, to the organization. You will develop and manage a staff including planning, organizing and delegating work. You will define, establish and direct organizational focus on challenging and highly complex projects and programs. You will assess and provide strategic direction for resolution of mission-critical problems, policies and procedures. You will solve broad organizational issues, implement strategic plans within and across organizational components and ensure a cooperative teamwork environment.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Expert.
  • This position may require occasional travel (10%).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NH-3) in the Federal service or equivalent experience in the private or public sector such as: Managing and coordinating daily operations to ensure consistency across all domains within branches/departments (such as the Maritime Programs Integration Branch); Identifying and resolving highly complex problems that affects multiple domains, and promulgates solutions; Working at senior level to define, integrate, and implement strategic direction for programs; Applying expert knowledge of weapon systems (such as U.S. Navy Sea, Air, Information Warfare) along with organization, and associated program management, acquisition processes, regulations, and procedures; and Applying general knowledge of organizational structure and interagency processes.
