This position is located in Office of the Chief Financial Officer. As an Auditor (Financial), you will coordinate, analyze and evaluate audits, internal control and financial-related activities impacting USCIS activities or operations. Provide professional assistance and direct support to all staff, identify best practices to improve program and process efficiency.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Plans or assists in the planning and execution of OMB Circular No. A-123 reviews to evaluate the proper design and effectiveness of internal controls, reliability of financial reporting, and compliance with applicable laws and regulations. Conducts assessments using a variety of audit techniques (e.g., interviews, computer assisted, and questionnaires) in gathering, documenting, and summarizing data. Analyzes processes to identify key controls, and report on internal control findings that cover the conditions discovered, their cause and effect and recommendations for remedial action. Assists in or leads the development of directives, standard operating procedures, and/or other related guidance documents associated with internal control reviews.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/24/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/24/2024. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) A degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR At leastfour years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 1. 24 semester hours in accounting or auditing courses of appropriate type and quality (which may include 6 hours of business law); or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement),provided that: a) You have successfully worked at the full-performance level in accounting, auditing, or a related field; b) At least two professional accountants or auditors have determined that you demonstrate a good knowledge of accounting that is equivalent to the four years course of study described in A above); and c) Except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Assisting with conducting Internal control assessments in compliance with OMB Circular A-123 Guidance; Assisting with conducting interviews, and documenting results of assessments; Analyzing processes to identify anomalies; Assisting in performing root cause analysis and making recommendations for corrective actions; Briefing team leader and/or manager on the progress of work performed and any impediments. OR You may substitute successful completion of a Master's or equivalent graduate degree or at least two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field related to the work of this position.
