This position is located in the Office of the Chief Financial Officer. As an Auditor (Performance), you will coordinate, implement, and/or oversee internal control and audit related activities that impact USCIS. Provide professional assistance and support to the USCIS Director and CFO as well as DHS OCFO in a variety of matters relating to the application of internal control requirements.

Duties

Plans, leads, and monitors the execution of OMB Circular No. A-123 reviews to ensure the proper design and effectiveness of internal controls, reliability of financial reporting, and compliance with applicable laws and regulations. Applies technical expertise in planning and conducting efficient and effective risk-based assessments to evaluate the effectiveness of USCIS’s internal controls in accordance with the applicable laws, regulations, standards, and DHS guidance. Serves as a technical expert on special projects involving a wide variety of internal control programs. Represents USCIS at meetings and liaise with stakeholders within USCIS as well as in other federal agencies. Leads the development of directives, standard operating procedures, and/or other related guidance associated with internal control over operations, financial or financially related systems.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/05/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/05/2024. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Planning and executing of OMB Circular No. A-123 reviews and other assessments to ensure the proper design and effectiveness of internal controls for the objective of reliable financial reporting, effective operation, and compliance; Assessing the design and effectiveness of internal controls through interviews, walkthroughs, sampling/testing of data, and documentation of results; Performing the assessments using conventional audit technique, internal control theories and practices; Briefing supervisors, system owners, and management on the significance of findings; and make recommendations for corrective action; Managing the development of new policies and procedures that are established to implement internal controls over financial reporting.
