WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations Mid-Atlantic The following are the duties of this position at the full working level. Operational Oversight of IRS Facilities' Physical Security: Manages a full range of security deliverables for assigned facilities including maintaining and tracking equipment, equipment inspections, repairs, and operating statuses; independently conducting recurring and special security assessments including Facility Security Level (FSL) Risk Assessment and Addendums following Federal Protective Service (FPS) and Interagency Security Committee (ISC) requirements for assigned facilities, reporting on recurring assessments, and implementing corrective actions when required; responding to a broad range of requestsfrom executives, managers, and employees from all IRS business areas regarding such matters as resolving discrepancies in building accesses and overseeing responses by others to routine service requests. At this level, responsibilities typically include multiple assigned facilities with varying levels of complexity including FSL IV and/or V facilities. Reviews Situational Awareness Management Center (SAMC) incidents reports to ensure the appropriate security countermeasures have been implemented to safeguard buildings, property, and IRS personnel. Duties also include conducting annual and/or periodic contract assessments and physical equipment inventories. Credentialing and Access Management Oversight: Oversees verification of Personal Identification Verification (PIV) cards and ensures cards are programmed with correct facility access and that employee security files contain necessary documentation to support the issuance of the card with such authorizations. May oversee the Separating Employee Clearances (SEC) program, ensuring that IRS property is properly accounted for and returned. Ensures POD access for contractors is based on a policy requirements andaccess that expires on the ending date of the current contract on which they are employed, ensuring logical access is removed timely and the access card is retrieved. Coordinates with FMSS HQ Access and ID Management to ensure all credentialing and access processes being used in supported facilities are current and accurate. Project Management: Specialist is responsible for security system design and scope of work (SOW)creation that includes designing, procuring, and managing the installation of physical security countermeasures that are appropriate and that are installed in a manner that complies with all guiding directives. Projects often include high-dollar or state-of-the-art systems. Emergency Preparedness and Planning: Personally prepares and/or assists security chiefs or lower graded employees in the preparation of Occupant Emergency Plans (OEP). Conducts Emergency Evacuation (EED) and Shelter-in-Place (SIP) briefs and drills, as well as Active shooter/active threat training for assigned PODs. Conducts emergency management procedures as they relate to physical security involvement of incident management during an emergency, to include Continuity of Operations (COOP) events. Customer Service: Provides a broad range of services to IRS employees, managers, and executives in assigned PODs. This can include assisting walk-in or electronic ticket customers as needed in such areas as key and lock replacement or coordinating with contractors for repair of equipment. Position is also responsible for providing training, guidance, and explanation of regulations, policies, and procedures to a full-range of IRS staff, including lower-graded Physical Security Specialists, in all areas of physical securityrequirements. Manages service requests for supported facilities. Takes appropriate measures to improve service delivery based on periodic reviews of incoming requests and responses.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates a comprehensive knowledge of physical security concepts, policies, standards, procedures, and systems design in order to ensure compliance with program requirements and complete physical security projects. This knowledge is generally demonstrated by assignments where you review draft national security policies and standards, manage physical security programs and systems, (includes identification media, intrusion detection and alarm systems); develop intrusion and surveillance system scopes of work for new construction and space realignments; assess and resolve issues with physical security equipment and databases: provide technical assistance to managers, employees and coworkers to ensure security measures are met and to resolve security issues; prepare written reports of findings from risk assessments, compliance security reviews and site surveys; and provide advice and guidance on budgetary requirements for security equipment and systems.
