This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Supervisory Personnel Security Specialist, you will:
Evaluate impacts of personnel security related issuances of OPM and other agencies on the HUD mission and formulate HUD-wide policies, issuances, procedures, and forms to implement these directives.
Be qualified to act and recommend that HUD cancel and reissue policy based on major conflicts in policy and program objectives which would affect all of HUD.
Evaluate controversial or sensitive issues not covered in existing security directives (or precedents in existence) and implement acceptable solutions to unique situations.
Direct and plan the development, implementation, and operation of HUD's personnel security program (to include ID card issuance and enrollment).
Coordinate, implement, and monitor personnel security training for PSD staff.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Providing advisory services on Personnel Security program development and management, strategic goals, compliance; AND
Creating an objective environment to make and resolve suitability, security, and credentialing determinations; AND
Providing technical advice and assistance concerning national security clearances, investigative standards, suitability determinations, and credentialing requirements; AND
Providing advisory work to develop, evaluate, and ensure compliance with policies and procedures that ensure applicants, employees and contractors are all suitable, fit and of good character to carry out the mission of the Department.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
