The following are the duties of this position at the full working level.
As a Human Resources Specialist, you will provide a full range of staff assistance in in the
human resources development discipline. You will be responsible for devising human resources development (HRD) strategies, policies, and programs for Servicewide application. Using knowledge of HRD principles, concepts, practices, laws, and regulations and consultative skills, you will perform administrative, evaluative, or technical work concerning human resource development and employee training program activities Servicewide. In addition, you may complete a variety of analytical studies or projects relating to substantive, mission oriented, HRD programs for the Internal Revenue Service. The studies or projects may involve programs, systems, or issues and have impact on multiple IRS locations and/or organizations.
As a Human Resources Specialist you will:
Provide information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to assigned HR functions.
Establish and maintain a cooperative working relationship with managers; meet with managers to discuss various HR strategies. Provide strategic consultative advisory services on a wide range of initiatives, issues and problems with management and customer human resources offices.
Regularly participate in process review teams, projects and business improvement efforts to contribute to the continuous improvement and streamlining of human resources processes, procedures, approaches and systems. This includes reviewing existing guidelines and procedures and proposing improvements and modified or new practices/procedures. May perform in a representative role within the assigned BOD, and occasionally lead individual projects within the BOD or crossing organizational lines.
Ensure that all human resource actions are processed in accordance with Title 5, United States Code; 5 CFR; OPM; and agency rules, regulations, and guidelines. The incumbent is accountable for the accuracy of the human resource action. The incumbent is responsible for Business Division compliance to IRS-Service-wide guidelines.
Perform a range of analytical studies and projects affecting assigned BOD programs.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07: To be minimally qualified for this position at the grade 7 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 level in the Federal service. Specialized experience for this position includes: Entry-level human resources assignments that include analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; experience planning and organizing work, and communicating factual and procedural HR information clearly, verbally, and in writing.
OR You may substitute education for specialized experience as follows: One (1) full year of graduate level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify with an equivalent combination of qualifying graduate education and experience.
SPECIALIZED EXPERIENCE: GS-09: To be minimally qualified for this position at the grade 9 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience for this position includes: Performing highly structured, entry-level work designed to develop broader and more in-depth assignments used within HR functions; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes.
OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR You may qualify with an equivalent combination of qualifying experience and education.
SPECIALIZED EXPERIENCE: GS-11: To be minimally qualified for this position at the grade 11 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: Applying a wide range of methods, principles, and practices commonly used within HR functions; performing highly structured work designed to develop broader and more in-depth assignments; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing facts and drawing conclusions regarding HR processes. Examples of creditable work experience include: Advising management officials on various HR processes and advising on the procedural and regulatory requirements governing HR functions and or processes.
OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR You may qualify with an equivalent combination of qualifying experience and education.
SPECIALIZED EXPERIENCE: GS-12: To be minimally qualified for this position at the grade 12 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Applying a wide range of HR concepts, methods, principles, and practices used in HR functions and processes; independently performing highly structured work including broader and more in-depth assignments and projects; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing facts and drawing conclusions regarding HR processes. Examples of creditable work experience include: Identifying HR needs; conducting a variety of analysis and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
