This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for ACQ Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
As a Human Resources Specialist at the NH-0201-3 some of your typical work assignments may include:
Analyzes significant HR management issues and problems and develops recommendations and alternative solutions.
Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas.
Develops guidance, procedures and standards for new and/or changing program areas.
Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of MDA's mission requirements, equal employment opportunity objectives and the Federal merit system.
Researches HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action for HR inefficiencies.

Qualifications
You may qualify at the NH-03, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Assisting managers and employees in using the agency's multiple performance management programs in establishing, maintaining, and monitoring effective performance management programs.
Plan, monitor, develop, rate, and reward employee performance program.
Serving as a performance management administrator for the agency to review performance documents for non-SES employees.
Utilize variety of automated data processing systems, related to processing personnel actions.
Ensures Personnel Actions are coded, signed and dated by the authorized official in accordance with the Acquisition Demonstration guidelines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
