Duties
You will serve as the FSBS Transport Principal Assistant Program Manager (PAPM) in support of the PMW 770 Undersea Integration program office within PEO C4I.
You will be responsible for the oversight and sustainment of various programs and projects of afloat and ashore C4I systems that deliver operational capability to the Warfighters.
You will lead a team of Assistant Program Managers, Project Managers and other personnel as required to support acquisition processes.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
You will manage all phases of program acquisition life cycle to include definition, development, design, test and evaluation, acquisition and contract strategies, contract management, cost estimation, scheduling, production and disposal.
You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
You will work across both product based and platform based programs to ensure optimal use of resources, sharing of best practices and synchronization of effort.
You will exercise civilian leadership principles in carrying out assigned supervisory duties which includes coaching and counseling subordinates, actively supporting EEO programs and demonstrating a commitment to EEO principles and policies.
You will apply risk management principles and use earned value management tools and techniques to manage cost, schedule and performance for assigned programs.

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- The salary range shown above represents all of the positions within the pay band, including higher responsibility positions.
- Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931)” pay band, including higher responsibility positions.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with leading teams through requirements definition, research and development, integration, testing, training, production, installation, contracting, budget planning and execution, and sustainment of various programs and projects of afloat and ashore C4I systems that deliver operational capability to the Warfighters. Desired experience with starting and establishing new programs and projects, government contracting, and acquisition processes.
