This is a non-reimbursable detail position located in the Department of Commerce (DOC), Minority Business Development Agency (MBDA), Office of Business Development (OBD), Program Management (PM) unit.
The incumbent is a Program Analyst performing analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations.
Duties
The Program Analyst will be responsible for performing:
Analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations.
Identifying procedural problems in program operations, using quantitative or qualitative methods.
Conducting studies on operating programs and analyzing findings.
Making recommendations in reports, studying proposed legislation and/or regulations for impact on programs and researching current or new management practices for application to programs or operations.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Minimum Requirements:
GS-11:
A. I Have one year of specialized experience at the GS-09 level or equivalent to the GS-09 level in the Federal government performing the following duties
Conducting studies of work processes/ procedures and data analysis within an organization using quantitative or qualitative methods;
Making tentative recommendations for program problem resolution; AND
Reviewing reports and studies to ensure appropriate rules and regulations are utilized;
B. I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related.
C. I have an equivalent combinations of successfully completed higher-level graduate education and experience in A and B above to meet the total qualification requirements.
