You will serve as a Management Analyst in the Programs and Resources (P&R) Division of HQ US MARINE CORPS.
Duties
You will apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals.
You will develop detailed plans for implementing goals and oversee the implementation of the goals in subordinate organizations.
You will act as primary liaison with critical persons and groups both inside and outside of the USMC, speaking for the principal on complex program issues.
You will represent the Marine Corps programming policies and positions at meetings, conferences, process team memberships, and study groups both internal and external to the Marine Corps.
You will serve as an expert on budgeting and financial management issues.
You will analyze and review HQMC staff agencies program issues and initiatives to ensure their data is accurate, meets fiscal controls, and supports development of budget exhibits.
You will possess the ability to extract specific data from multiple databases, use advanced Excel functions to analyze large data sets and generate products from that analysis suitable for presentation to audiences.
You will develop and interpret administrative policies and procedures that cover internal operations for a major Marine Corps organization or program.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing long-range planning and management of new programs; 2) Developing data models and producing database designs for integrated source data into data management systems; 3) Maintaining current and historical financial records for comparative analysis; 4) Overseeing the development of policies and procedures and reviewing and recommending approval upon completion; and 5) Utilizing administrative data systems (i.e. Excel, Programming and Budgeting Documentation Database (PBDD), Select and Native Programming Data Input System (SNAP), and SharePoint)
