This position is located in the Office of Personnel Management (OPM), Accountability and Workforce Relations (AWR), Workforce Policy and Innovation (WPI). The incumbent serves as the Senior Human Capital Advisor, Labor Relations and Employee Accountability.

Duties

As the Senior Human Capital Advisor Labor Relations and Employee Accountability, you will be part of Workforce Policy and Innovation (WPI). If selected, you will be responsible for: Carrying out extraordinarily complex and sensitive assignments that require extensive fact- finding, coordination, analysis of data, and presentation and defense of conclusions. Assignments are often of exceptionally high priority and require completion within exceedingly short time frames. Developing proposals and recommendations for policy and program direction and assists in the formulation of policies and positions dealing with highly sensitive and complex issues that potentially affect millions of Federal employees, notably on labor relations and employee accountability matters. Advises on the effects of proposed legislation or policy directives, providing expert insight on strategic, procedural, and exceptionally complex technical matters. Preparing position papers and conducts studies at the direction of senior leadership on various programmatic, policy, and/or legislative issues in order to develop strategy or positions, resolve systemic or procedural problems, and improve organizational performance and efficiency. The incumbent's work synthesizes highly complex technical information and presents it in a way that is compelling and understanding to the target audience, which can include senior-most agency officials, the White House, Congressional members and staff, labor unions, the media, and various other stakeholders. Initiating and recommending studies, analyses, and projects to follow up on, improve, and further the objectives of the Agency. As required, the incumbent monitors, evaluates, and assesses organizational effectiveness of activities and develops proposals for consideration of senior officials. Many projects have impact across organizational lines. Representing OPM at high-level internal and external meetings, councils, and staff conferences both and outside the Agency to present information, solicit and develop recommendations, proposals, and policy options and otherwise gain information so as to prepare and advise senior Agency leaders.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. MANDATORY QUALIFICATIONS (MQs): Address each of the following MQ's (TQs and SPQs) separately. MQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. TECHNICAL QUALIFICATIONS (TQs) (Maximum of 1 page per TQ): 1. Expert knowledge of labor relations and employee accountability statutes, policy, programs, and procedures to make assessments or recommendations significantly changing, interpreting, or developing significant policies or programs. 2. Broad understanding of the laws and regulations that govern human capital policy areas related to Federal workforce (e.g., job classification, hiring, performance management, etc.) and how they impact labor relations and employee accountability matters. SENIOR PROFESSIONAL QUALIFICATIONS (SPQs) (Maximum of 1 page per SPQ): 1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases. 2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment. 3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade requirements do not apply to SL positions.
