About the Position: Serves as the Program Support Analyst for the US Army Corps of Engineers - New York District. Performs a wide variety of administrative management duties under the supervision of the Resident Engineer and guidance from the Project Engineers.

Duties

Provide administrative oversight of the military and civil works projects to ensure area office actions are accomplished in accordance with guidelines. Assist the Engineers by performing the majority of routine office management type duties. Provides continuity and efficiency to the administrative office operations. Responsible for the receipt, control, and input of all changes to contract bid documents. Works with external funding requests for construction contract modifications and reviews all changes. Verify and confirm compliance with process procedures prior to forwarding to district. Ensures that all staff members with the need to know are apprised of the contents of changes. Assist to develop construction contract placement projections for each contract utilizing network analysis, sine curves and other approved methods. Coordinate with Project Engineers to conduct Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) reviews of proposed contract details (i.e. plans, suspense dates, comments, etc.). Monitor contractor payments to ensure funds are processed in a timely manner to prevent penalty charges in accordance with Prompt Payment Act and guidance received from higher headquarters. Compile data on construction workloads to include anticipated award dates, placement projections, staffing plans, and financial management requirements for work programs. Receive procedures and operational guidelines regarding the management of military and civil works projects. Reviews procedures to ensure Area office actions are accomplished in accordance with guidelines. Explain and clarifies administrative and operational guidelines to management and subordinate staff members as needed. Manages the reports and correspondences in CEFMS pertaining to employee’s travel, personnel actions, and training. Serve as the Timekeeper in CEFMS, including tracking and approval of all time and attendance, leave requests and file documentation. Coordinates with supervisors for bi-weekly approval of time for all staff within the Area Office. Ensure that training requests are approved and obligated in CEFMS. Tracks completed subject hours within cluster and ensures that appropriated training hour limits are not exceeded. Document and collect physical receipts for expenditures to meet audit and compliance purposes. Maintains a list of keys and acts as the Area Office key holder. Ensure that the process to track and process Fund Request, shop drawings, security, Labor cost, purchase of supplies and services, and accident reports are followed. Present completed work, related cost and performance data utilizing statistical reports, charts and graphs as required Serve as the Government Purchase Card holder and Training Card holder for the Area Office including preparing and obtaining approval of Purchase Request and Commitment (PR and C) for all office purchases.

  • This position requires travel away from the official duty station for approximately 25% of the time on an annual basis.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes: 1) Facilitating the review and editing of all changes to administrative documents for management approval; 2) Conducting regularly scheduled reviews of financial transactions and other administrative functions on behalf of the management staff to support the workforce; 3) Performing inventory of property; and 4) analyzing the needs and effectiveness of the project workloads. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
