This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic DIB & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in NY.
Duties
Serves as the Emergency Services Manager and Force Protection Officer at a special military activity for both installation and mission functions.
Responsible for planning, organizing and administering law enforcement and fire prevention and protection programs.
Perform a wide range of managerial tasks in planning, managing, directing and evaluating law enforcement and fire prevention and protection
operations.
Form and maintains close liaison and working relationships with those local authorities as well as other Federal agencies.
Plan and coordinate what is to be accomplished by subordinate staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.
- Incumbent must obtain and maintain a secret level security clearance.
- Incumbent must participate in a random drug testing program.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually thereafter.
- Valid State Driver's License is required.

Specialized Experience: One year of specialized experience which includes:(1) Managing or assisting in the implementation of an organizations Security and/or Protection Programs such as physical security, information security, personnel security, force protection and anti-terrorism and; (2) serve as a technical advisor on emergency services such as law enforcement, security, and fire matters; and (3) Manage programs, projects or personnel in a supervisory or leader capacity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
