The incumbent serves as an HR Business Partner and senior advisor to the Director of the Office of Human Resources (OHR) performing key strategic analyses to identify and achieve the desired outcomes within the agency. The incumbent will be specifically assigned to support one or more of the major organizations with an emphasis on providing advice and consultation in the administration of the organization's human resources program.
Duties
As a HR Specialist (Lead HR Business Partner) GS-0201-14, your typical work assignments may include:
Providing expert advisory, consultative, and technical services to program and line managers on a broad range of complex human resources issues.
Researching and interpreting personnel and pay laws and regulations and advising managers to ensure compliance.
Representing OHR to senior officials of the organization, providing timely and effective liaison between OHR and the organization, incorporating the basic commitments of superior customer service.
Advising HR management on the development of solutions to improve especially complex difficult problems.
Serving as a troubleshooter to craft unique solutions to perceived or real customer service problems while ensuring no lessening of overall program integrity.

MINIMUM QUALIFICATIONS
Applicant must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, HR Specialist (Lead HR Business Partner), and that is typically related to the work of the position to be filled.
Specialized experience includes:
1) Conducting comprehensive strategic analysis on HR support to customers, involving operating, mission and/or product/service needs; 2) independently performing operations related to recruitment and placement, position management and classification, HR information systems, employee relations, training and development, performance management, and salary and wage administration; 3) initiating group interventions to align HR business practices with desired customer outcomes.
