Duties
You will perform or advise on work in any of the phase or system of budget administration.
You will analyze and recommend cost and benefit of alternative methods of financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will identify, analyze and resolve a range of budgetary programs in which funding requirements have changed significantly.
You will provide information concerning overall budget and/or financial objectives to be achieved.
You will assist program managers and staff officials in interpreting the impact of the planning for financial/budgetary and program changes.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing financial management duties (e.g. budget oversight, analyzing and resolving problems).
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing budget administration, financial management of organizational programs, and implementing regulatory controls over budgets.

Education
GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

Successfully completed an LL.M. degree that is related to the position being filled
