Duties
As a Financial Management Specialist (Deputy Chief of Staff) you will be responsible for the following duties:
- Serves as an advisor to the Director and Deputy Director of the (OCFO).
- Provides operational and technical advice and consultation to the (OCFO) Director and Deputy Director, as well as other (OCFO) program managers.
- Leads the (OCFO) processes for budgeting, contracts, space and resource management, as well as the life cycle of agency-level taskings.
- Facilitates budget process through input and direction from the (OCFO) Director and Deputy Director. Ensures funding requirements are submitted, tracker and expended.
- Reviews and evaluates staff work submitted to the (OCFO) Director and Deputy for signature, decision, or coordination; especially taskers within the Correspondence and Task Management System (CATMS).
- Ensures compliance with Agency and higher-level policies and inclusion of all relevant information required for reaching decisions that have broad and significant impact on to the DCSA (OCFO).
- Maintains awareness of new (OCFO) and relevant Agency policies, procedures, regulations, directives, etc., and develops and recommends the operational framework for Agency-wide policies, programs, and systems designed to increase efficiency and economy of Agency functions and operations.
- Exercises responsibility for management of the Agency internal controls program.
- Provides effective leadership and participation in important agency management programs including strategic planning; corporate performance evaluation; program planning; information technology (IT) management and planning; human and fiscal resource management and planning; and other staff functions associated with overall agency operation and management.
- Exercises oversight of the contracted administrative personnel within the (OCFO), which is comprised of support personnel, in order to provide the (OCFO) Director, Deputy, and Program Managers with quality, responsive, and efficient support to their requirements and requests.
- Resolves problems and conflicts that may arise between and among subordinate operational elements and in dealings with (OCFO) customers.
- Coordinates and tracks the (OCFO) award nominations.
- Prepares and presents reports and briefings on behalf of the Director or Deputy Director of the (OCFO).
- Performs other duties as assigned.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Experience with budgets, project management, contracts, space and resource management.
Planning, organizing, developing, directing, and executing special complex projects.
Experience with budget and accounting principles and objectives.
Gathering, assembling, consolidating and analyzing budget report data, draw conclusions and present results.
Developing and administering policies and procedures for reviewing, approving, tracking and reporting on reimbursable agreements. Overseeing the development and maintenance of budgetary/financial coding structure for accounting system in support of budget and management information.
Specifically you will be evaluated on the following competencies:
