The primary purpose of this position, FACILITY MAINTENANCE OPERATIONS SPECIALIST, GS-1601-9/11, is to purchases, controls, monitors, and manages the accomplishment of preventive maintenance and setup functions of all equipment and the items, equipment or component management in support of maintenance activities.

Duties

Integrate and synchronize maintenance/customer service. Directly evaluates calls received and/or service requests, interacts with Facility Managers and base customers to analyze, and validate service request/requirements. Integrate and synchronize preventive maintenance (PM). Provides management oversight to PM program. Reports PM completion and any associated strategic-level reports/metrics that describe health of PM program to senior leadership. Obtain and monitor the use of OMD computers, peripherals, equipment, and supplies. Provide Total Quality Service.

  • Employee may be required to travel aboard military and civilian aircraft to attend training at locations other than the local community.
  • Required to drive a GOV/POV to accomplish duty requirements associated with facilities on the installation.
  • Proficiency in Microsoft Office products (Excel, Word, Power Point, Outlook).

Qualifications

Experience requirements are described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Administrative and Management Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (GS-9 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-9). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes, practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities; knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services; skill in reading and interpreting paper- or computer-based reports to determine deficiencies and prepare complete documentation for maintenance management and investment planning. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position and education in excess of 2 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes skill sufficient to oversee and implement a program involving identification and resolution of difficult issues or problems such as determining facility deficiencies and appropriate corrective action; developing maintenance concepts, including forecasting maintenance and repair, preventive maintenance, and establishing initial repair and replacement factors; and analyzing facility and equipment requirements against technical program facility needs. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position and education in excess of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree. FEDERAL TIME-IN-GRADE REQUIREMENT FOR GENERAL SCHEDULE POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. 1 year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. 1 year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities, rules procedures, and operations applicable to real property management and financial management. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of safety, security, and environmental standards, regulations, and requirements and how to apply them. Skill in preparing FM program reference material and training presentation and tracking training currency for all assigned FMs. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) to portray trends, findings, visualizations and build effective presentations to support and drive decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (Peace Corps, AmeriCorps) and other organizations (professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work involves physical activities such as setting, walking, and bending to perform a variety of tasks associated with performing duties. The employee is required to lift moderately heavy equipment or other items weighing under 50 pounds alone. With help, the employee may be required to lift items 50 or more pounds. WORK ENVIRONMENT: Normal to high safety risks are encountered in assigned areas which include base operations and facilities, such as industrial shops and operations, maintenance facilities and shops, administrative areas, supply and warehousing, seasonal/recreational areas, construction sites, etc. May occasionally be exposed to uncomfortable conditions.
