The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The Supervisory Security Specialist is a valuable member of the Office of Inspector (OIG), Office of Management, Assets, Security, and Readiness Division. Typical assignments include: Serves as Security Branch Chief within Assets, Security, and Readiness (ASR) Division of the Office of Management. Provides the OIG with expert knowledge, advice, and recommendations to mitigate risks and help ensure the protection of OIG employees, assets, and information. Responsible for the successful management, administration, and implementation of the OIG Security Program, including all security disciplines (information, personnel, physical, etc.) at all locations with OIG employees and/or assets. Assists the Chief Security Officer (CSO) and Assets, Security, and Readiness (ASR) Director to implement the Division's vision, mission, and goals within the Security Branch to ensure positive business results, compliance with Federal laws and regulations, and alignment with executive leadership's vision, mission, and strategic goals. Translates policies, objectives, and direction into guidance for peers, subordinates, and stakeholders; issues balanced workload and resource guidance for development of operating programs; inspects and assesses programs and takes necessary actions to bring into alignment. Materially shapes and improves the effectiveness, efficiency, and productivity of the ASR security support.

  • You must be able to obtain and maintain Sensitive Compartmented Information (SCI) security eligibility

  • Completion of one year supervisory probationary period may be required.
  • You must attain and maintain the Security Fundamentals Professional Certifications within one (1) year of entry on duty, and the Physical Security Certification (PSC) within two (2) years of entry on duty.
  • You will be required to obtain and maintain appointment and certification as a DHS Level III Contracting Officer Representative.
  • Submission of Performance Appraisal is mandatory.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes: Knowledge of physical, personnel, and information security management program methods, principles and practices and policy and guidance in the oversight of security management programs at sites and facilities. Exercising substantial authority and responsibility as a first line supervisor for planning, assigning, and evaluating the work of a subordinate staff. Holding subordinates accountable for completing assigned work and meeting deadlines. Participating in senior -level meetings contributing advice for facility physical, personnel, and information security requirements. Participating or leading senior level committees, task forces, boards, and panels. Interpreting and applying security management directives, regulations, policies, standards, and guidance in order to plan and coordinate security requirements for sites and facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 04/22/2024of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 04/22/2024of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
