This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction. The primary purpose of this position serves as a technical expert, providing advice, guidance and interpretation for different and unrelated program processes and methods. Consults with all levels of management, headquarters personnel, other federal agencies, and to foreign and commercial organizations ensuring requirements and funding are met. This is a non-bargaining unit position.

Duties

The position's activities will provide direction to the various functional teams providing decision support to acquisition programs covering the full acquisition life cycle. This position utilizes knowledge of Defense and DHS related Management & Program Analyst best practice program principles developing and interpretating management plans, strategies for CWMD office and program activities. As a Management & Program Analyst, GS-0343-14, your typical work assignments may include: Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs. Directs the capture, reporting, and analysis of statistical data relating to the organization's operations and directs or personally performs special studies or projects. Recommends short- and long-range goals of the organization, develops detailed plans for implementing them, and oversees implementation of the goals in subordinate organizations. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management. Qualifications

Specialized Experience: To qualify for the GS-14, applicants must have at least one year specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience. For this position specialized experience is defined as: Developing management plans that integrate business, technical and support requirements for administrative programs. Preparing reports and other presentations on program planning and evaluation; recommending and participating in developing strategies for implementing planning for a major office or program. Providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods, researching, analyzing, and providing expert technical advice and assistance on complex program issues. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
