As a Senior Project Manager, you will lead multi-disciplined teams of engineers managing large and complex NASA engineering projects that include three or more subsystems, services, capabilities, or products that support major agency functions or initiatives. You will participate in scope development, and facilitate and defend project requirements, and coordinate budget development and local authority funding actions for projects or programs.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Manages varied and complex facilities infrastructure projects involving a full range of engineering and construction disciplines, across all project phases (concept, requirements, design, construction, activation/closeout).
Partners with customers and contractors to deliver quality and timely projects that meet customer expectations.
Demonstrates skill in oral and written communication to logically and effectively explain issues related to all projects.
Coordinates all required technical disciplines during review of scopes of work and design plans and specifications, ensuring that all comments are addressed and necessary changes are incorporated.
Exercises independent engineering management and judgment to secure achievement of project goals and objectives.
Provides leadership to coordinate and integrate the planning, programming, development, oversight, scheduling, and overall management of resources for multi-phase projects.
Plans, coordinates, and manages the work of subordinate, secondary, and matrixed resources engaged in accomplishing the mission of the organization.
Participates in preliminary scope reviews, develop, and defend project requirements. Coordinates budget development and local authority funding actions for projects or programs.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Supporting the planning and evaluation of facilities infrastructure and institutional projects alongside engineers.
Assisting with budget plans for projects or programs.
Working with engineers on assessing facility management problems or developing and communicating solutions.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level
Guiding or mentoring a team of engineers and technical specialists to plan and control all aspects of research or institutional facility projects from concept to completion.
Developing budget plans for projects or programs.
Managing engineering projects that include one or more of the following: infrastructure subsystems, services, capabilities, or products that support major facility functions or initiatives.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
