As an Administrative Specialist serving as the Deputy Center Agreements Manager, within the Strategic Partnerships Office at NASA Langley Research Center, you will be responsible for the planning, management, and execution of partnership agreements at NASA Langley. This position encompasses the development, negotiation, and final arrangements of a variety of agreements governed under the Transactions Authority granted to NASA.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Lead the planning, development, and execution of agreements with other NASA Centers, government agencies, private industry, non-profits, and academia; building consensus on resolving critical issues necessary to move partnerships forward.
Act as a primary contact and interface for internal and external customers involved with business and agreement development activities.
Formulate strategies and plans to close on the opportunities (i.e., identify and put forward innovative ideas to advance the goals of the Agency) and to evaluate existing projects.
Lead concept assessment, agreement development, and all partnership coordination activities taking into account factors including feasibility, costs and performance with both commercial, academic, non-profit, and other governmental entities.
Provide insight into and participate in the development and interpretation of policies, processes, and procedures relevant to new and on-going partnership activities.
Cultivate relationships with internal and external stakeholders to identify and obtain relevant and current information for integration into agreements.
Collaborate with others in the organization, including engineering/science, legal, finance, and business development to formulate partnership agreements.
Integrate partnership activities to ensure process effectiveness and efficiency for Center management.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level
Assisting with the negotiation and drafting of partnership agreements to further organizational goals and priorities;
Utilizing customer relationship management (CRM) software to centralize the storage, tracking, and management of partnership data; and
Interpreting organizational policy requirements to support the facilitation of new partnership agreements.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Providing leadership in the negotiation and drafting of partnership agreements to further organizational goals and priorities;
Utilizing customer relationship management (CRM) software to centralize the storage, tracking, and management of partnership data and providing data analysis; and
Interpreting organizational policy requirements to facilitate new partnership agreements.
