The primary purpose of this position is to serve as the focal point for receipt of requirements from functional users, including Commodity Councils, to determine the most appropriate and efficient method of placing those requirements in a Purchase Instrument (PI) that will be utilized by contracting to procure the item or service.
Duties
Serve as the Center focal point for initiation and completion of Purchase Instruments (Pl) for strategic contracting efforts to support local Commodity Councils.
Perform effective management of work, associated with Pls for spares/repair procurement program for the Wing.
Conduct studies plans, and review for the purpose of ensuring timely support to the us-big commands and provides necessary data feedback for management of resources and assets.
Maintain accurate and complete documentation of coordination and information relating to spares procurement PRs/MIPRs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes background in relation to spares procurement management and data systems, particularly in the area of inventory management, supply management, financial management, and accounting and data processing as they relate to the spares procurement program; provide spares procurement policy and program direction to others required personnel whose responsibilities are associated with spares procurement programs involving highly complex aircraft/missile weapon systems; conduct research and develop new approaches and applications in the process; Conduct analyses, plan schedules, coordinate and implement policy issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles, and practices relating to all spares procurement matters including the budget process and target formulation. Knowledge to provide spares procurement policy and program direction to management officials, IMSs, procurement perso1tnel and other required personnel whose responsibilities are associated with spares procurement programs.
2. Knowledge of common Item management principles spares procurement procedures, regulations, precedents, and guidelines. Knowledge often different projects and programs related to the work associated with spares procurement Pl -requirements.
3. Knowledge of spares procurement management and data. systems, particularly in the area of inventory management, supply management. financial management, and accounting and data processing.
4. Knowledge of the ALC, AFGLSC, and tenant organizations' mission and workload including supply chain management and procurement procedures.
5. Ability to plan, organizes work, and meets deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is sedentary and is usually accomplished white the employee is comfortably seated at a desk or table. Some walking. standing, and carrying of light objects may occur in the course of a normal workday. No special physical effort to perform the work is required.
WORK ENVIRONMENT: Work is everyday typical lighted, primarily performed in an office-like setting involving risks or discomforts which require normal safety precautions of an office-like environment. The work area is adequately heated, and ventilated.
