The primary purpose of the Program Analyst to serve as a deputy to the CCCO, facilitating sound management, communication, and collaboration within the C Division and throughout the museum. They administer divisional budgets, liaise with personnel specialists, and coordinate major initiatives, including collection-based publishing projects and preparations for the opening of new art storage. This position is in the Curatorial and Conservation Division (C Division).

Qualifications
Candidates must meet the Qualification Standards Handbook requirements for the GS-0343-14. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is at least one year of experience, equivalent in responsibility to the GS-13 grade level in the Federal service, as an administrator of divisional budgets, as liaison with personnel specialists, and as coordinator and manager of major initiatives.

1. Command of and skill in applying analytical and evaluative methods and techniques to departmental and program reviews sufficient to identify, collect, analyze, and present information necessary to provide expertise in performance analysis and assessment of program effectiveness and develop recommendations for change.
2. Mastery of the National Gallery’s federal and non-federal budgeting programs, Oracle, the National Gallery’s on-line accounting system to track multiple project and operations budgets, including for federal two-year funds, non-federal/private funds (trust, grants, endowment, and exhibition funding), and ability to create accurate reports.
3. Mastery of travel processing system, ATERS/Concur.
4. Familiarity with the procedures for federal and non-federal personnel actions including recruitment, hiring, promotions, position descriptions, performance standards and appraisals, and awards.
5. Excellent written and oral communication skills sufficient to draft correspondence, develop presentations for the CCCO, and to represent the CCCO in meetings as appropriate.
6. Understanding of how to plan and oversee the sequence and timing of key program events and milestones to meet institutional and departmental goals. Demonstrated ability to apply this understanding sufficient to assist the CCCO in monitoring progress toward/achieving strategic plan goals.
