This position is located in the Washington Headquarters Services (WHS), Financial Management Directorate (FMD), Disbursing Division. FMD provides payment processing/certification and program financing management, advice, and assistance to supported customers in the application of financial management theories, concepts, principles and standards related to development, execution, and maintenance of strategic and operations plans and business coordination impacting the FMD and all its customers.

Duties

Incumbent typical work assignments may include the following: Serves as Financial Management Analyst and provides advice, assistance, analysis, and information to assigned area of responsibility and to Resource Managers (RMs) regarding accounting and financial management, and the application of principles, policies and procedures. Responsible for disbursing functions and overarching processes that are integral to operations in the Defense Agencies Initiative (DAI) Enterprise Resource Planning (ERP) system and Treasury Direct Disbursing (TDD) activities. Determines corrective action required through reconciliation of financial records to facilitate proper payments. Assists in monitoring financial operations compliance with established internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial information.

Qualifications

CONDITION OF EMPLOYMENT CONT. The employee is required to submit United States Office of Government Ethics Form 450, Confidential Financial Disclosure Report, upon entering the position and annually, in accordance with 5 Code of Federal Regulations Part 2634, Subpart I and DoD Directive 5500.07, Standards of Conduct In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. If selected at the lower grade level, noncompetitive promotion to the full performance level GS-11 is authorized without further competition when selectee is eligible & recommended by management. You may qualify at the GS-7 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-5 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: Verifying financial data for accuracy; Applying financial laws, regulations, or policies when carrying out tasks related to data entry; and Assisting with resolving financial or budgetary data errors. OR 1 full year of graduate level education OR superior academic achievement OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
