The primary purpose of this position is to serve as a Senior Analyst in the Personnel Directorate, providing managers with objectively based information for making decisions on administrative and programmatic aspects of AFIMSC level programs.

Duties

1. Develops and recommends human resources policies and guidance for AFIMSC activities and performs continuous appraisal of the utilization of human resources in accomplishing objectives and goals. 2. Advises commanders, supervisors, and managers on personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. 3. Develops and recommends programs and processes to achieve strategic goals and objectives. 4. Serves as an authoritative advisor on proposed changes that impact human resources, i.e., reorganizations, realignments of functions, legislative changes, etc. 5. Briefs representatives of serviced organizations and serves as a human resources advisor/expert in representing the Division and the Directorate in high level meetings, conferences, and work groups.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-12 Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes that I have at least one year of specialized experience equivalent to the GS-11 or above grade level. Specialized experience includes duties such as providing strategic and technical guidance as well as seasoned consultative management advisory services throughout an entire organization on the effective use of position management and classification to support goals and objectives and produce results that accomplish agency and command missions; maintaining surveillance over organization structure and position management programs and operations to ensure they are consistent with legal and regulatory requirements across the center and mesh with other command/agency programs; developing procedures and techniques for dealing with especially complex problems in assigned program areas. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Specialized experience includes duties such as; providing strategic and technical guidance as well as seasoned consultative management advisory services throughout an entire organization on the effective use of position management and classification to support goals and objectives and produce results that accomplish agency and command missions; maintaining surveillance over organization structure and position management programs and operations to ensure they are consistent with legal and regulatory requirements across the center and mesh with other command/agency programs; developing procedures and techniques for dealing with especially complex problems in assigned program areas; establishing milestones, goals, and objectives to include ensuring key players will move toward project accomplishment; performing program evaluation of a full range of position management and classification programs across the center and developing and executing improvement/enhancement plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-12 Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. As well as Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-13 Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. As well as Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of analytical and evaluative methods to accomplish long-range strategic planning for human resources and to provide definitive input on proposed legislative and regulatory changes. 2. Comprehensive knowledge of USAF, AFMC, and AFIMSC organizations, programs, missions, and functions to analyze and determine human resources plans, programs, and initiatives to support customers' current and future requirements. 3. Expert knowledge of advanced management and organizational principles and practices along with a knowledge of human resources functions, e.g., civilian personnel, military personnel, and manpower to develop. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad and substantive problems and issues surrounding effectiveness and efficiency of work operations in major Center programs. 5. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 6. Ability to interpret broad guidance, and adapt where unclear, to reconcile discrepancies and develop workable methods of achieving program goals. Ability to recognize and analyze problems, conduct research, and summarize results to make appropriate recommendations; analyzing, interpreting, and applying rules, regulations, policies and procedures as required. 7. Ability to meet and deal with customers, co-workers, management, and Center leadership using a high degree of tact and diplomacy and to direct team/group efforts to develop workable solutions to complex problems. Ability to negotiate group position on controversial issues. Mastery of management concepts, principles and policies in order to apply them to assigned programs and projects and reconcile conflict, divergence, and disconnects. 8. Ability to communicate, both verbally and in writing, to achieve states positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall AFIMSC goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
