Duties
The primary purpose of this position is: To serve as subject matter expert, providing technical expertise for research and development (R&D) efforts for Mobility Air Forces (MAF) by identifying, evaluating, and analyzing innovative technologies and capabilities providing operational advancements to MAF weapon systems and leading branch employees with tasking and scheduling authority on programs and studies being pursued and/or evaluated.
Applying Research and Development (R&D), Test and Evaluation with Air Force military rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for identifying and evaluating Advanced and Special Access Required (SAR) technologies and capabilities to enhance MAF weapon systems to support joint warfighting efforts
Assesses and evaluates new state-of-the-art concepts and research/technology/findings/reports for their application to the development of new techniques for MAF aircraft
As Branch Chief, plans, organizes, oversees and directs the activities of Advanced Programs Future Capabilities Branch, ensuring that Branch complies with legal and regulatory requirements, established defense department and service guidance and meets customer needs
Represents AMC Commander to SAF/AQL/RCO, CCMDs, HQ USAF, JOINT STAFF, INDUSTRY PARTNERS, OTHER SERVICES AND GOVT AGENCIES, AND DAF MAJCOMs/FLDCOMS
Exercises supervisory personnel management responsibilities

Qualifications
AF military rated Air Force aviator experience (e.g., pilot, navigator) is critical to the successful performance of the position and is highly desired
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Must be able to obtain and maintain a Top Secret (SCI) security clearance, as well as be eligible for Special Access Program (SAP).
Individual is subject to random Counterintelligence Scope Polygraph (CSP).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management And Program Analysis series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced concepts, principles, theories, causes and effects, and practices of electronic warfare and electronics engineering to enable the incumbent to serve as the technical authority on assigned systems and to establish engineering practices for use by other engineers, AF organizations, and private industry; mastery of planning, organizing, directing and executing engineering programs and projects of technical scope and complexity to ensure successful communications and timely completion of objectives; mastery of modern aircraft defensive and system operation and design, radiated emission characteristics and trends in sufficient depth and breadth to enable resolution of operational programs, optimization of operational performance and to project future requirements such that postulated solutions can be ready in the required timeframes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of requirements for SAPs, SCI, and ACCM security procedures. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, special operations, or similar operations
Expert knowledge of Air Force and command program goals and objectives for Research and Development, test and evaluation as relating to the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations
Expert knowledge of the application of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs and assigned weapons systems. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems
Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and complex military operational and contingency areas, sufficient to plan, organize, and lead other studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures
Ability to plan, organize and direct the functions and staff of a small to medium sized organization
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good
working relationships
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
