As a Program Analyst in the Office of the Chief Financial Officer, Planning, Budget and Analysis, you will serve as a technical expert and consultant on human resource data and financial management reporting. You will also identify analytical/information needs and performance measures to monitor the impact of decisions/actions on the OCC's workforce.
Duties
As a Program Analyst, you will:
Perform analysis of human resource and financial management trends and effectiveness of Human Resources and Financial Management programs. Provide information reports and analyses to the Executive Committee, senior OCC managers, Department of Treasury, GAO and OPM summarizing issues facing OCC that are critical to decision making processes.
Serve as an expert in interpretation of human resource and financial management data. Help managers determine how best to analyze human resource and financial management issues, integrates information from different information systems, and applies advanced analytical tools and techniques to enhance the decision-support value of work products.
Work closely with management to formulate recommendations on Treasury and OCC-wide human resource and financial management information systems, reports, data definitions and warehousing of information. Recommend measures of performance and mechanisms for monitoring the effectiveness of human resources, diversity, and financial management programs.
Identify new sources of data and advise on methods to improve data collection for analysis, reporting and analytics. Understand and resolve technical issues associated with collecting, analyzing, and reporting data. Utilize technology to develop statistical and analytical models to improve OCC's capabilities for analyzing human resource and financial management data, programs, and trends.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
Specialized Experience: Applicants must possess one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify for the NB-VI level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 in the Federal service.
Examples of specialized experience for this position include:
Gathering information to develop data analysis reports that may influence planning or operational decisions.
Analyzing and disseminating quantitative data using data analytics tools.
Applying analytical and evaluative methods and techniques to measure effectiveness and efficiency of program operations against planned programs.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
