This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for identifing policy and process gaps and develops recommendations for actions or projects to improve effectiveness and efficiency of the SC enterprise.
Duties
As a PROGRAM ANALYST (SECURITY ASSISTANCE) at the GS-0343-7/9/11 some of your typical work assignments may include:
Responsible for assigned work related to Security Cooperation (SC) and Security Assistance (SA) programs.
Conducting analysis, policy research and development.
Reviewing Foreign Military Sales (FMS) Letters of Offer and Acceptance/cases for policy compliance.
Assisting in maintaining and updating DSCA Security Assistance Management Manual(SAMM) in accordance with new or revised legislation, policies and procedures by researching, analyzing, and identifying administrative process issues or required administrative changes
Soliciting and collects quarterly administrative update requests from the SC community.

Qualifications
You may qualify at the GS-07 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service as listed below:
Providing operational support to management, staff, and customers on Foreign Military Sales (FMS) system and/or other Security Cooperation (SC) programs
Screening incoming documents or mail for action or information to meet deadlines and assisting in preparing correspondence in response to inquiries for information
B.I possess one full year of graduate level education OR I meet Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). C.I possess a combination of education and experience as listed in A and B above
You may qualify at the GS-09 grade level, if you fulfill the following qualifications:
D. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below:
Assisting in the development of Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOA)
Assisting in studies or analyses related to Security Cooperation (SC) and Security Assistance (SA) processes
Applying or developing written guidance and policies
Project management skills sufficient to participate in studies, analyses and evaluations.
E.I possess Master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related
F. I possess a combination of education and experience as listed in D and E above.
You may qualify at the GS-09 grade level, if you fulfill the following qualifications:
G. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Reviewing Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOA) for policy compliance
Maintaining and updating instructions, policies and procedures
Developing solutions to issues concerning SC and SA policy and LOA document review.
H. I possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
I. I possess a combination of education and experience as listed in G and H above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
