The primary purpose of this position is to serve as the Air Mobility Command Air Operations Center (AOC) lead, managing comprehensive manpower and personnel requirements. Provides senior leadership advisory services and management of military positions and recruiting for assigned organizations; reviews, coordinates, and monitors Air Force Personnel Center assignment processes affecting the AOC.
Duties
Advises commanders, directors, and supervisors on officer manning and position management, including those involving organizations that have a wide range of professional, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.
Provides analysis activities and recommendations to senior leadership regarding unit readiness.
Provides complex management support services for organization(s) whose operations are interrelated.
Prepares written correspondence and other documents.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force, DoD, and private industry; knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower, officer assignment process and readiness programs and any functions under study; knowledge of the major issues; program goals and objectives, work processes, and administrative inherent in Air Force organizations; knowledge of the technical capabilities of systems, programs, and software to recommend and determine which will meet requirements for various manpower studies; knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track Requests for Personnel Actions (RPA)s, ensure forms are submitted for in-processing and out-processing employees or military members, and comparable actions.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related with a major study in education or a subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge of an extensive body of human resources and force management principles, concepts, laws, rules, and regulations governing military, and federal civilian personnel management sufficient to provide advice to management on a variety of issues.
Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness.
Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status.
Knowledge of manpower and organizational principles, practices, and requirements; substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes; and analytical and evaluative methods and techniques.
Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
