The primary purpose of this position QUALITY MANAGEMENT SPECIALIST, GS-0301-9T11, is to plan, implement, and execute an aggressive self-assessment and analysis program to ensure all organizations, procedures, and processes are in compliance with all technical and administrative requirements.
Duties
Administer the organization's self-assessment program and is the focal point and coordinator for all Maintenance Standardization Evaluation Program (MSEP) and Unit Compliance Inspections (UCI) and Technical Compliance Reviews.
Articulate and communicate to the division managers the current and future assignments, projects. problems to be solved, actionable events, milestones and/or program or process issues under review, and deadlines and time frames for completion.
Perform in-depth monthly analysis of internal quality data for all weapons systems and commodities.
Perform monthly Production Acceptance Certification (PAC) reviews using systems to schedule monthly task evaluations (TE).
Serve as quality augmentee performing core inspections, periodic self-inspection checklist follow ups, and other inspections or special projects as directed by management.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: knowledge of the principles, concepts, and theories of quality management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: general knowledge of aircraft and commodity depot maintenance and modification programs, policies, procedures, directives, operating instructions, technical data, and industrial processes employed by the organization. Experience ensuring self-assessment checklists are adequate, analyzing self-assessment/higher level findings, determining systemic problems, determining technical and directive requirements, identifying process and product requirements/deficiencies, and identifying the adequacy of corrective/preventative actions and action plans for identified problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
General Knowledge of aircraft and commodity depot maintenance and modification programs, policies, procedures, directives, operating instructions, technical data, and industrial processes.
Knowledge of specific assessment methodologies to investigate self-assessment or higher-level inspection deficiencies, determine actual program/process requirements, identify program deficiencies, and recommend solutions or resolution for identified problems.
Skill in using tact diplomacy and resourcefulness to establish and maintain effective interpersonal relationships within the organization, and higher-level inspector agencies.
Knowledge of depot automated maintenance systems and computer programs such as PACCS, CAMS, Access, Word, Power Point.
Knowledge of statistical techniques and quality assurance methodologies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: Duties involve some walking, bending and light lifting less than 25 pounds without assistance, may also include periods of standing, climbing, stretching, or recurring lifting of light items. Incumbent is also required to enter industrial areas and follow all safety requirements.
WORK ENVIRONMENT: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting/training rooms, and in an industrial environment where eye and ear hazards may exist. Inspections and evaluations may expose incumbent to chemicals and adhesives.
