Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Business Solutions The following are the duties of this position at the full working level. Performs assignments that are agency-wide in scope and have significant impact on issues facing the REFM function. Examples include participating in Business Reviews of field and area offices, serving on task forces or study groups as the Headquarters representative to address Area-wide or Servicewide issues, or performing independent analyses of field, area and Servicewide operations. The incumbent must be knowledgeable of REFM policies and procedures to ensure that views are well represented. The incumbent may also be called upon to represent REFM on teams working with other agencies or on partnering activities with Business Operating Divisions (BODs) or Functional Units. Leads REFM team initiatives, or independently studies complex problems facing REFM or those of particular concern or interest within REFM. This may require coordinating input from those customers, service providers and other agencies or identifying new or modified methods of performing work that requires the incumbent to demonstrate expert analytical or process analysis skills. Coordinates cross-functional activities within REFM, including development of unit operating plans, Business Plan and Business Review assessments and reports. Assists with oversight responsibilities by conducting specific studies and analyses to support operational reviews and to measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and effective utilization of resources. Analyzes program areas to discern trends in program delivery such as effectiveness of incorporating various applications into REFM processes, analysis of consolidated report data to measure effectiveness in meeting baselines, or the degree to which program plans and achievements support strategic initiatives. Applies process analysis knowledges and skills to program assignments. Performs follow-up reviews of operations to monitor and independently report on progress toward implementing Business Plan action items, program initiatives, and administrative or operational review corrective actions.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrated expert knowledge of a wide range of qualitative and quantitative methods to design and conduct comprehensive studies and projects and to assess and improve program effectiveness or complex management processes and systems where you will research and investigate new or improved practices. Experience includes project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects, as well as team management techniques to plan, organize, and direct team study work. Budgeting methods and techniques to prepare analyses and estimate resource needs. In addition, your experience should include comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents to prepare recommendations affecting program execution, evaluate new or modified legislation for potential impact upon agency operations and adapt basic legislation into program goals. Your assignments should demonstrate oral communication techniques to present findings, negotiate solutions to disputed recommendations; and written communication techniques to prepare directives, policy statements, legislative proposals, and other written guidelines to introduce new initiatives and recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
