This position is located in the Office of Federal Lands Programs, Headquarters Office of Federal Lands Highway (FLH), Federal Highway Administration (FHWA) in the Department of Transportation (DOT). The incumbent serves as the National Program Manager for Planning providing expertise in the areas of program management and transportation planning.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience providing policy, direction, and oversight for asset management and transportation planning program.
Experience managing budget(s) and funding for a portfolio of projects that supports a range of functional activities.
Experience in developing and coordinating of procedures and oversight of funding.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
