Duties

In this position you will serve as a Supervisory Mission Support Specialist, providing services in direct support of operational programs. The incumbent plans, directs, coordinates and supervises a staff charged with responsibility for providing and obtaining a full range of mission support services. Services provided include, but are not limited to, management analysis, personnel management, financial management, office services and systems support. This position starts at a salary of $110,137.00 (GS-13, Step 1) to $143,181.00 (GS-13, Step 10) with promotion potential to $143,181 (GS-13 Step 10). Major duties for this position include, but are not limited to: Serving as a supervisor to a group of administrative employees who are responsible for assessing the productivity, effectiveness, and efficiency of program operations, or who analyze and resolve problems in the effectiveness and efficiency of administrative support and staff activities. Providing complex administrative services, including, but not limited to, management and information systems, budget, finance, procurement, human capital, fleet, property, records management procedures, self-inspections, health and safety. Establishing and carrying out specific action plans or accomplishing short term goals and objectives. Developing and prescribing procedures and techniques and furnishing policy guidance to subordinates, assigning and explaining work requirements to subordinate staff to achieve efficiency of services rendered while increasing productivity. Devising new methods or procedures for accomplishing work to solve productivity problems. Coordinating with other organization supervisors and peers to establish unit objectives, goals, priorities and deadlines and formulate plans to meet substantial changes in workload.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Communicating orally and in writing to persuade, negotiate, and resolve issues where parties have strongly held conflicting points of view, where mission requirements and resources are not in balance, and where the needs of CBP, Congress, and various publics often are in contention. Managing an organization to accomplish work through a group of assigned employees and to organize thorough and professional efforts to meet established and anticipated program needs. Providing expert advice on organizational structure, operations, and procedures used to garner support and endorsement from leaders of other organizational entities for ideas and policies. Assuring equity of performance standards and rating techniques employed by subordinate supervisors in the assessment of subordinates. Making decisions on work problems presented by subordinate supervisors or team leaders. Evaluating subordinate supervisors or team leaders and being the reviewing official on evaluation of non-supervisory employees related by subordinate supervisors. Hearing and resolving group grievances and serious employee complaints. Reviewing and approving serious disciplinary action involving non-supervisory subordinates. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/17/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
