Duties
As an Accountant (Staff), you will:
Consult with and advise Division Management on the development of policies, practices, and procedures relating to the use of operating data in exercising accounting and financial controls and in promoting greater efficiencies in these areas.
Perform in-depth reviews, analyses, and evaluation of major segments of both manual and automated accounting and budget systems to assure their practicality and efficiency relative to the overall goals and objectives of Ginnie Mae.
Coordinate and conduct or causes to be conducted cost-benefit analyses, special studies, reports, surveys, inquiries and evaluations as they relate to Ginnie Mae financial management.
Direct accounting and auditing reviews of Ginnie Mae contractors' performance in accordance with accounting and auditing provisions of signed agreements.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-14 is defined as one year at the GS-13, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
-Interpret or document budgetary and/or financial reporting requirements including: Financial Accounting Standards Board (FASAB or FASB) standards, or compliance guidance such as: Office of Management and Budget (OMB) Circulars A-123, A-11, and A-136; AND
-Reviewing the trial balance and financial statements to ensure budgetary and/or financial reporting was prepared in accordance with OMB A-11 and/or Generally Accepted Accounting Principles (GAAP) and/or; AND
-Participate in financial or performance audits; AND
-Identify changes in the current process and update the procedure document to improve the budgetary and/or financial reporting internal control, as appropriate; AND
-Assist in the development of policies and procedures for financial reporting.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
