The primary purpose of this position is to exercise 1st level supervisory and position management responsibilities over subordinate employees. Directs work activities through subordinates with responsibility for maintaining a current knowledge and guiding subordinate employees to provide advice, accountability, and expertise on a continuous basis.

Duties

Exercises first level technical and administrative supervisory personnel management responsibilities. Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participates in special logistics related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional area organizations.

  • The duty location for this position is, Scott AFB, however this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty
  • Employee may be required to work extended or other than normal duty hours to include evenings/weekends and may be subject to recall.
  • Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes leading, overseeing, guiding, and/or managing employee workload, tasks, and projects to ensure objectives are met as well as continuity regarding policies, procedures, and directives of management; integrating supply and logistics goals; applying logistics management operations policies, regulations and procedures; evaluating reports, analyzing facts and performing appropriate research in supply systems and preparing detailed responses/recommendations to support the organization and logistics management operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to utilize AoP concepts and initiatives to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
