THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2109P01 and is part of the IL 126, National Guard.

Duties

As a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-12, you will exercise second level supervisory authorities over the SCOS. Major Duties - This is NOT an all-inclusive list: Plan, organize, and oversee the activities of the organization. Direct and advise on policy, training, and procedures that relate to division functions within the enterprise supply chain operations. Develop goals and objectives that integrate organization and global supply programs objectives. Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Responsible for the implementation of supply chain operations policy, process and guidance set forth to meet global mission objectives. Monitor operations to ensure an acceptable level of support. Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.

• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• May occasionally be required to work other than normal duty hours; overtime may be required.
• May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Minimum Rank E7 - Maximum Rank E8 GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided you with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year specialized experience equivalent to at least the next lower grade; experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
