Duties

Serve as IT Project Manager, responsible for managing network enterprise initiatives and projects for the Theater Army HQ in accordance with USARPAC G6 C and IN project initiatives. Oversee and manage intra-theater information system projects and initiatives to include creating clear and attainable project objectives, building the project success criteria, and managing constraints for projects. Coordinate the integration of commercial off-the-shelf communications and Information Systems. Coordinate with national and strategic information system engineering activities to implement initiatives in support of Theater Army HQ operations and plans. Coordinate Theater Army C4-related special projects and resources. Provide staff assistance on all matters pertaining to project management activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
  • This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
  • Travel required on very short notice and occasional travel off-island.
  • Work hours may include evenings, early morning, weekend and holidays.
  • Position may require duties to be performed under austere and potentially hazardous conditions during exercise and deployment operations.
  • May be required to deploy into areas in which hostile action may occur.
  • May be required to complete specific training and immunization requirements as appropriate for deployments.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Basic Requirement for IT Project Manager (NETWORK): Specialized and Other Experience: One year of specialized experience which includes experience with 1) Developing project plans that influence the agency's Information Technology (IT) initiatives, operations, policies and programs; 2) Utilizing both software and web-based tools to work through IT project management processes; and, 3) Representing the agency during the development and/or presentation of IT policies, standards, guidelines, and program information and complex technical requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
