The position is with Los Alamos Field Office, Mission Assurance and Infrastructure (MAI) Division. The incumbent serves as an interface with other NNSA and DOE Programs and actively participates in developing policy impacting the NNSA, collaborates with other NNSA Field Offices on cross-cutting activities, and performs duties in support of prime contract administration.
Duties
As a Program Analyst, Real Property and Climate Change Program Analyst (EN-03), Real Property and Climate Change Program Manager (EN-04, you will:
Ensure direction issued by the NNSA Real Property Officer is flowed down to the M&O contractor via contracting officer letter.
Assist in the development of policies and procedures to ensure that all real property assets are identified and reported for LANL.
Support efforts to properly identify and report planned and actual expenditures, both direct and indirect, supporting real property life-cycle activities and projects.
Manage and ensure accuracy and timeliness for all real property related databases including BUILDER™, G2, Mission Dependency Index, Excess Facilities Risk Index, Facility Information Management System, Active Facilities Data Collection System, and other databases mandated by DOE and NNSA for real property.
Conduct annual validations of all real property databases and provide the Field Office Manager with justification for the annual certification letter.
Participate in site master planning efforts to ensure real property aligns with anticipated mission requirements.
Assist in the evaluation of M&O contractor facility utilization systems to gauge optimal utilization and performance.
Coordinate with LANL on drafting and approving Preliminary Real Estate Packages, Real Estate Acceptance Packages, and other documents required for approval of real estate instruments under the RPAM Guidelines.
Assist with internal and external stakeholders' coordination to request, oversee, and finalize real estate actions in accordance with federal law and regulations.
Develop policies and procedures to ensure Long-term Stewardship is implemented as part of land management and consistent with NNSA requirements.
Assist in assuring that Sustainability practices are incorporated into real property in accordance with NNSA requirements.
Perform site lead responsibilities for the Bridge and Tunnel requirements and ensure that they are flowed down to the M&O contractor and oversee the bridge inspector contract with U.S. Army Corps of Engineers.
Ensure that Bridges and Tunnels are property categorized in asset inventory systems.
Qualifications
EN-03 level must have at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in Federal service, e.g. EN-02 or GS-11. Specialized experience for this position is defined as: experience in various areas of real property asset management and include at least 3 of the following 6 areas:
- Experience administering complex databases and validating data
- Knowledge of different real property legal instruments
- Experience applying laws, policies, and regulations pertaining to federal real estate
- Experience exercising qualitative and quantitative oversight of contractor performance
- Experience with federal climate change, long-term stewardship, and/or climate change policies
- Clear and effective communication
EN-04 level must have at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in Federal service, e.g. EN-03 or GS-13. Specialized experience for this position is defined as: experience in various areas of real property asset management and include at least 5 of the following 6 areas:
- Experience administering complex databases and validating data
- Knowledge of different real property legal instruments
- Experience applying laws, policies, and regulations pertaining to federal real estate
- Experience exercising qualitative and quantitative oversight of contractor performance
- Experience with federal climate change, long-term stewardship, and/or climate change policies
- Clear and effective communication
Examples of qualifying experience includes:
EN-03 - Relevant experience would include prior work negotiating and/or reviewing real estate agreements for the federal government or for private entities, some experience engaging, assessing, and improving databases and developing criteria for data validation and certification, and educational and/or work experience with clear and succinct technical communications both oral and written.

EN-04 - Relevant experience would include prior experience leading real estate instrument negotiations or reviews, developing means to certify the accuracy and timeliness of data in complex overlapping databases, extensive experience representing technical facts and to broad audiences through both written and verbal communication as part of educational and/or work experience, sufficient level of knowledge and familiarity with federal real estate principles, laws, and regulations via prior work experience such that the individual can be the site subject matter expert for the requirements documents listed below.
