This position is part of the Office of Environmental Management - Los Alamos Field Office, Department of Energy. As a Management and Program Analyst, you will be responsible for developing and ensuring implementation of QAP and other applicable quality requirements, to include reviewing, monitoring and evaluating EM-LA's and its contractors' QA implementation and processes to verify compliance with applicable regulations, standards, and DOE Orders.

Duties

As a Management and Program Analyst, you will: Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components. Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Foresee the pros and cons of alternative solutions and explains these to other program and management analysts. Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance. Provides advice and guidance for improvements and anticipates areas of concern.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Agreement.
  • This position is included in the Department of Energy's Technical Qualification Program (TQP).
  • This position requires NQA-1 nuclear lead auditor training certification or equivalency.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL the following: Collaborating on the development and implementation of quality assurance programs for an organization to include monitoring plans and procedures, evaluating performance, and making recommendations for improvement. Analyzing quality assurance activities to include audits, assessments, and effectiveness reviews. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
