Duties
The primary purpose of this position is to serve as Course Director, Wing Commander Executive-Level Response Course and policy advisor for the Air Force Emergency Preparedness Program. This position will independently develop the contents of the USAF Wing Commander Executive-Level Response Course and instruct wing commanders and vice-wing commanders on the responsibilities and duties of a USAF Crisis Action Team. Research recent accident responses and develop revised response procedures. Provide assistance to Air Force, joint base units, and Federal schools, and assist MAJCOM IG personnel in developing evaluation standards.
Directs the development, coordination, evaluation, and instruction of the USAF Wing Commander Executive- Level Response Course.
Assists in developing, writing, coordinating, evaluating, and instructing the Emergency Operations Center Director Course.
Provides crisis action team and emergency operations center advice and consultation to installations, AF major commands, and senior leadership Air Force-wide. emergency preparedness programs for Air Force units.
Performs other duties as necessary based on mission needs and workload requirements.

- Expert knowledge in military commander programs as well as functional experience in at least two functional areas: emergency management, law-enforcement, fire protection, emergency medicine
- Students will be newly selected wing commanders/vice wing commanders (O-6 – O-7) from a wide variety of backgrounds
- Position requires demonstrated skills in oral and written communication as well as duty related to assisting wing and vice-wing commanders with basic TDY needs
- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of TDY
- This position has significant requirement for work outside of normal duty hours, including attendance at student social functions and hosting guest speakers
- Teaching or instructing in military or civilian college level programs is highly desired. University staff experience is preferred. CC School staff experience is highly desirable
- Ability to interact effectively across the breadth of the academic environment is desirable
- Completion of a Master’s level program with emphasis on emergency management or public administration is Highly desirable
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.
Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You must submit a copy of your transcripts with your application.
OR
Combination of education and experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent in other pay systems. Specialized experience includes comprehensive knowledge and skill in the application of the concepts, theories, principles and practices of emergency management programs, and to make recommendations to change USAF emergency response policy. Comprehensive knowledge of pertinent legislation in order to conceive, develop, or modify program policies, procedures, and methods. Comprehensive knowledge of federal, state, and local government organizations structures and relationships, especially as related to emergency management programs, in order to develop and coordinate new program methods, approaches or procedures. Knowledge of Air Force mission, goals, organizational structure, and priorities to act as a program advisor and to interface with program personnel. Skill in communicating effectively with the public and senior officials to present and defend findings, and to gain acceptance of recommendations and USAF policy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of legislation, Executive Orders, and directives related to response operations to develop policy advice and procedural guidance.
2. Knowledge of federal, state, and local government organizational structures and relationships as they relate to emergency management programs.
3. Knowledge of Emergency Management planning and working knowledge of all response organizations, i.e., Security Forces, Fire Protection, Medical Readiness, etc.
4. Knowledge of emergency operations center and crisis action team command and control in the field of Emergency Management and hazardous materials response operations.
5. Ability to communicate effectively orally and in writing.
6. Ability to use Instructional Systems Development model in developing and updating pre-command course objectives, content and materials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
