As a Operations and Resource Manager at the GS-0301-15, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for economies of scale across the different lines of business as well as identify other advantages which enable Healthcare and Insurance to accomplish the goals and objectives outlined in the OPM strategic plan.

Duties

Serves in a confidential advisory role to the HI Associate Director, Principal Deputy Associate Director and ORM Deputy Associate Director. Carries out preparatory research, analyzes findings and presents alternatives to HI on a wide array of administrative issues and special studies as they affect the organization. Advises the HI senior executive team on program and project initiatives. Gathers and consolidates data and information for HI, OPM, or external agency (e.g., OMB) reports. Ensures program budgets, accounting, and related labor charges are accurately and timely reported, and that all statutory and regulatory budget requirements are strictly enforced for HI.

Qualifications

For the GS 15: You must have one year (52 weeks) of specialized experience gained in the public or private sector at or equivalent to the GS-14 grade level or pay band in the Federal Service performing ALL of the following: 1. Maintaining individual credibility with others on technical matters including actively seeking and identifying opportunities to improve professional, technical and management skills and abilities; 2. Carrying out preparatory research, analyzes findings and presents alternatives to the agency on a wide array of administrative issues and special studies as they affect the organization; 3. Advising senior executive team on program and project initiatives; 4. Ensures program budgets, accounting, and related labor charges are accurately and timely reported, and that all statutory and regulatory budget requirements are strictly enforced; AND 5. Oversees the development and execution of administrative standard operating procedures and organizational change. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
