The primary purpose of this position is to serve as the Support Agreement Program Analyst with responsibility for the collection of data and preparation of support agreements for Logistics activities located at JBSA.
Duties
Assists in the development of support plans and conducts analysis designed to identify, capture and evaluate all known and hidden resource requirements, cost comparison of all viable options, availability of government resources, appropriateness of the various instruments in view of resource constraints, and the multitude of diverse regulatory guidelines. Issues guidance and tracks compliance to assure conformance to DOD and Air Force Regulations.
Represents the Wing as a continuous liaison to ensure informed decision-making by senior Air Force leadership. Through negotiation with the requesting organization, and/or applicable parent command, resolves and clarifies problem areas.
Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences; and performing analysis and providing recommendations to resolve issues.
Prepares written correspondence and other documentation. Prepares briefings, reports and related data pertinent to support agreements assures mutual consent and understanding of all parties involved, that resources are available and regulatory guidelines are satisfied and agreements are accomplished within milestone dates.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes basic understanding of policies and procedures of other government agencies as they pertain to support agreements. Working knowledge of the goals, objectives, resource requirements and functions of both the servicing and receiving activities, in order to make determinations regarding service availability and cost effectiveness. Working knowledge of quantitative analysis techniques in order to analyze and forecast resource requirements and workload data relative to the preparation, execution and review of support agreements. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and working procedures.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in all aspects of wing and mission support group functions and their relationship; sound knowledge of base funding and POM funding procedures and their application to agreements.
2. Knowledge and skill in the application of DoD, Joint and Air Force Support Agreement principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance and policy.
3. Skill in leading cross-functional working groups in developing support agreements. Highly skilled in communicating with working groups to gain cooperation in order to produce desired results.
4. Skill in conducting interviews with installation functional personnel to obtain information about organizational missions, functions, and work procedures.
5. Ability to communicate effectively, both orally and in writing, at all levels of management to include wing senior leadership to brief proposed projects, status of projects, and results of projects.
6. Ability to access or locate information through the use of a personal computer or terminal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
