You will serve as a PROGRAM MANAGER in the Industrial Operations Directorate (SEA 04), Naval Shipyard Operations Department (04X), Shipyard Product Delivery (04X1) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as the NAVSEA senior subject matter expert on Naval Shipyard Submarine overhaul and modernization availabilities including CNO, CMAVs and SSBN refits at Trident Refit Facility Bangor. You will provide executive leadership direction for Naval Shipyard Submarine Project Management and to the greater submarine enterprise. You will establish policy and directives related to Submarine availability planning and execution. You will be responsible for the near-term planning and execution of all Naval Shipyard submarine availabilities and the long-term programming in the 15 Year plan. You will support the Shipyard Product Delivery Divisional efforts in the development and implementation of procedures for the direct application of shipyard nuclear and non-nuclear resources. You will ensure completion of submarine availabilities that meet cost, quality, safety and schedule objectives. You will conduct frequent deck plate level assessments at the Naval Shipyards to continuously improve results and identify and resolve problem areas. You will develop and mentor project teams and leadership at Naval Shipyards by educating on Project Management concepts and practices. You will serve as Dean of the Submarine Integrated Project Team Development Program responsible to oversee the program and continuously improve the program. You will be responsible for the Submarine Hot Wash and lessons learned program. You will serve on various Executive Steering Committees and lead Task Forces as assigned by Senior Navy Leadership.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector, leading the development or implementation of strategies for execution of planning efforts (e.g., ship repair planning, project evaluation and execution, costs and project performance monitoring) for submarine overhaul and maintenance availabilities.
