Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource, Operations, Labor/Employee Relations, and
Negotiations
The following are the duties of this position at the full working level.
- The employee ensures that the design, development, testing, implementation and integration of automated programs and services support the strategic Human Capital mission of the IRS. The work includes developing solutions to integration/interoperability issues; designing, developing, and managing Human Capital security systems that meet current and future business requirements, and applying or extending, enhancing or optimizing the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues.
- Managing Human Capital Internet and systems development projects from design to support.
- Integrating current stand-alone products with new Human Capital systems.
- Providing Contracting Officer's Technical Representative (COTR) services in the acquisition of vendor- developed systems and products and additional vendor support services.
- Evaluating the effectiveness of installed Human Capital systems and services.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
GS-13 QUALIFICATIONS: To qualify for the GS-13 level you must have at least one year of specialized experience equal to the GS-12 level in the Federal government including: Knowledge of, and skill, in applying a wide variety of HR concepts, laws, regulations, principles, and practices to the design of HR systems, as well as expert skills in higher-order application development tools and mark-up languages. Experience utilizing HR systems that employ advanced specialized technologies, including off-the-shelf software, web development and authoring tools, streaming technologies, network and database management, and computer programming used for customized web applications in order to design, develop, and maintain HR systems. Experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on issues/problems in the areas of applications software and Internet technologies. Experience utilizing knowledge of HR technologies and their application to identify and improve HR processes and plan for future requirements and capabilities for an organization's technology-based HR services. Knowledge of project management principles and methods, and contract administration sufficient to interpret and monitor established formal contracts.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
