Duties
This Supervisory Program Analyst position is located Management Section, Operations Management Division, Law Enforcement Federal Air Marshal Service, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Experience in managing administrative and business management programs including Equal Employment Opportunity (EEO) and grievance case management; the Law Enforcement Officer Safety Act (LEOSA) Identification (ID) Card and Retired Badge and Credential Programs; hardship transfer program; and telework and remote work program activities.
Knowledge of DHS, TSA, and LE/FAMS management directives and policies, as well as relevant regulations, in order to manage administrative programs supporting the mission of LE/FAMS.
Experience interpreting policy and procedures and providing technical advice to senior managers, supervisors, and employees on program policies and processes.
Experience in collaborating, partnering and building relationships with internal and stakeholders to advance policy and program initiatives.
Ability to perform a variety of supervisory duties and responsibilities including assigning tasks and responsibilities, supervising and evaluating work, conducting performance reviews, coaching and developing employees, managing time and attendance, taking and recommending appropriate corrective/disciplinary actions, and managing projects.
Expert knowledge and expertise in verbal and written communications including briefing and interacting with senior leaders and customers, delivering presentations and training; writing guidance documents including decision memoranda, congressional inquiries, policy, handbooks, and standard operating procedures.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector with experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Experience is defined as:
Assigning tasks, setting priorities, monitoring and evaluating performance;
Coaching, and developing employee capabilities, approving leave, and taking and recommending appropriate corrective/disciplinary action;
Planning; communicating the organization's vision and objectives; managing budget and assigned resources.;
Perform complex operations, projects and/or programs based on the organizations objectives
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
